Give each recorded item a traceable reference
Use the references assigned during collection and retain the location or group they came from. When a later record uses a different label, flag the possible match for a person to verify. Do not merge items merely because descriptions sound similar.
Track the actual handovers
Record the transfer date, sending and receiving party, and the items covered by the handover. A planned collection or dispatch is not proof that custody changed. Keep missing acknowledgements open so the office can locate the right confirmation.
Separate treatment from a return decision
Use the restoration team's recorded status and any required customer decision. An item marked assessed is not necessarily cleaned, and a cleaned item is not necessarily returned. The office can prepare a return packet once the relevant statuses and arrangements are checked.

No. Treatment, contamination and safety decisions require the appropriate professional assessment.
Should every item with a cleaning status be marked returned?
No. Treatment and custody are different facts and need their own evidence.

Fire damage contents: the restoration provider describes itemized photographs and inventory, coding and labelling for pack-out, chain-of-custody documentation, cleaning, storage and delivery.
The contents workflow is described for property claims generally, not exclusively fire; it does not show an item-by-item record of owner approval or prove an item was transferred.
